SUMMARY DESCRIPTION:
The Data & Compliance Manager provides agency-wide leadership in ERSEA compliance, data integrity, audit preparedness, state and federal reporting, and enrollment systems management. This role ensures adherence to Head Start/Early Head Start Performance Standards, Georgia Lottery Funded Pre‑K requirements, and policies related to tuition programming. The Manager oversees backend configuration and accuracy of ChildPlus and ProCare, leads PIR reporting, conducts internal data audits, and trains center teams and ERSEA Field Support Specialists. The tone of this role is authoritative yet collaborative—offering compliance direction while supporting centers through coaching and system improvements.

PERFORMANCE RESPONSIBILITIES:
Data System Management (ChildPlus & ProCare)
  • Serve as the primary data system administrator for ChildPlus and ProCare.
  • Maintain system configuration, setup tables, and permissions to ensure compliance.
  • Troubleshoot data issues and assist centers and ERSEA Field Support Specialists.
  • Ensure accurate syncing and data alignment across systems.
  • Develop dashboards and reports for leadership and center teams.
  • Collaborate with IT or vendors to resolve technical issues impacting data quality.
ERSEA Compliance & Quality Assurance
  • Ensure agency-wide compliance with Eligibility, Recruitment, Selection, Enrollment, and Attendance.
  • Conduct internal ERSEA audits including eligibility, enrollment, and attendance.
  • Identify trends and risks and communicate findings to leadership.
  • Validate eligibility codes, funded enrollment, waitlist accuracy, and selection scoring.
  • Support readiness for Head Start monitoring and state audits.
Head Start PIR Leadership
  • Lead annual PIR preparation, data validation, cross-department coordination, and submission.
  • Ensure documentation and data quality meet federal standards.
  • Provide year-round monitoring of PIR‑related indicators.
Compliance for Georgia Lottery Pre‑K & Tuition Programs
  • Ensure enrollment, attendance, and reporting meet Bright from the Start regulations.
  • Support centers with correct attendance coding, rosters, and reporting deadlines.
  • Monitor tuition program data accuracy and compliance.
  • Prepare for audits and assist in corrective actions.
Training & Technical Assistance
  • Provide training on ChildPlus, ProCare, and ERSEA processes for FSCs and ERSEA Field Support Specialists.
  • Develop SOPs, guides, and reference materials.
  • Offer real-time coaching during audit corrections and enrollment challenges.
  • Support onboarding of new Family Services and ERSEA staff.
Internal Monitoring, Reporting & Risk Mitigation
  • Conduct internal checks of enrollment, attendance, eligibility, and records accuracy.
  • Produce monthly and quarterly compliance reports.
  • Monitor funded enrollment and classroom configuration accuracy.
  • Support federal reviews, state audits, and accreditation visits.
  • Recommend process improvements to enhance compliance and reduce errors.
Cross‑Departmental Collaboration
  • Work with Family Services, Education, Fiscal, and Health teams to ensure accurate data inputs.
  • Provide data analysis to support program decision-making.
  • Build strong relationships with centers to encourage shared responsibility for compliance.
KNOWLEDGE, ABILITIES, AND SKILLS:
  • Strong understanding of Head Start ERSEA and Georgia Pre‑K regulations.
  • Advanced proficiency in ChildPlus; experience with ProCare preferred.
  • Strong audit, data analysis, and reporting skills.
  • Ability to translate regulations into clear procedures.
  • Excellent communication, training, and facilitation skills.
  • Ability to manage multiple deadlines and high-stakes reporting.
  • Collaborative, supportive approach to coaching and technical assistance.
EDUCATION, TRAINING, AND EXPERIENCE:
Bachelor’s degree required (Early Childhood, Social Work, Public Administration, Data Analytics, or related field). 3–5 years of experience with ERSEA, ChildPlus, or early education compliance required. Experience preparing PIR and supporting state audits strongly preferred. Equivalent combinations of experience may be considered.
